Technical concepts explained

Core cost engineering ideas, in plain language

Tap a topic to open it. These are the ideas that come up most often in cost management and performance analysis questions.

Total Cost Management (TCM) framework

TCM is AACE’s process map for managing cost across an asset’s life. Questions often ask where an activity fits, such as strategic planning, control, or project and asset management, and which inputs it needs.

Cost estimating and estimate classes

An estimate gets more accurate as project definition improves. AACE classifies estimates from Class 5 (early, low definition, wide accuracy range) to Class 1 (near-final, high definition, narrow range). Know what drives each class and how contingency changes between them.

Budgets, baselines and cost control

The budget becomes the baseline against which actual spending is compared. Control means tracking commitments and actuals, spotting variances early, and handling scope changes through a formal change process instead of quietly absorbing them.

Earned value and performance measures

Earned value compares what you planned, what you earned and what you spent. CPI = EV ÷ AC shows cost efficiency and SPI = EV ÷ PV shows schedule efficiency. Forecasts such as EAC = BAC ÷ CPI assume current performance continues.

Risk, contingency and escalation

Contingency covers uncertainty within scope, while escalation covers price changes over time. The exam checks that you can separate the two, and that you know how risk analysis results feed a cost estimate or forecast.

Working with scheduling and other disciplines

Cost and schedule are linked through cost-loaded activities, cash flow and delay impacts. Expect scenarios where you coordinate with planners, procurement, accounting and project management, and communicate cost impacts clearly.

Reports and documentation

Cost reports should be accurate, consistent and written for their audience. Know what a status report, forecast and variance explanation each need to include, and why traceable records matter.

Worked example

A project has a budget (BAC) of $500,000. Earned value is $200,000 and actual cost is $250,000. CPI = 200 ÷ 250 = 0.80, so the forecast is EAC = 500 ÷ 0.80 = $625,000, which is $125,000 over budget if the trend holds.

Key technologies and tools

What to study with, and what to bring

AACE says no purchase is required to sit the exam, but it lists the resources below as recommended preparation.

ResourceHow it helps
CCP Candidate HandbookExplains eligibility, the exam process, results and policies in one place.
CCP Certification Study GuideAACE’s own guide to the topics the exam covers.
Recommended by AACE
How to Write a CCP MemoShows what the written Communication domain expects and how to structure your response.
Skills & Knowledge of Cost Engineering, 6th EditionThe broad reference for cost engineering concepts and terminology.
Recommended Practices 11R-88 and 10S-90Short AACE documents on required skills and on cost engineering terminology.
Total Cost Management FrameworkThe process model that many questions are built around.
Spreadsheets and cost-loaded schedulesUseful practice for variance, cash flow and earned value, even though the exam itself is closed book.
Battery-operated calculatorRequired on test day because the testing center does not supply one. An on-screen formula sheet is provided.
Exam difficulty level

Where the CCP exam gets tough

Our assessment: CCP is a demanding professional exam. The challenge is breadth across seven domains and applying concepts to scenarios, not memorising lists.

●●●●○

Breadth of content

Cost management, risk, scheduling, reporting and teamwork all appear, so gaps in any area cost points.

●●●●○

Scenario questions

Many questions are compound scenarios where you need to pick the best action, not just recall a definition.

●●●○○

Written memo

Manageable with practice, but easy to lose marks on if you write it for the first time on exam day.

Why the average matters: the final result averages all seven domain scores. AACE’s own example shows three domains below 70% and still an overall pass, so one weak area does not decide the outcome. Aim to be solid everywhere rather than perfect in one place.

Exam preparation tips

Prepare smarter, then pace yourself

Different from the study plan above, these tips focus on habits and exam-room decisions.

Before exam day

  • Match study time to weightManaging Project Costs is 43 questions, so it deserves the biggest share of your hours.
  • Practise the formulas by handEven with an on-screen sheet, speed with CPI, SPI and EAC saves minutes.
  • Write memos under a timerUse the AACE memo guide, then compare your draft with its structure.
  • Learn AACE terminologyUse 10S-90 so that the exact wording of questions never throws you.

During the exam

  • Set a memo time block firstDecide how many minutes the memo gets before you start the questions.
  • Flag and move onSkip long calculations on the first pass and return to them with fresh eyes.
  • Read the scenario’s roleMany answers depend on who you are in the scenario and what you can decide.
  • Check your setup earlyRun AACE’s online proctoring system check or locate your test center ahead of time.
